Knowledge Representation languages like OWL and RDF have allowed a massive scale-up in the size of knowledge-bases, up to millions of facts and rules, opening the door to combining knowledge-bases with Machine Learning, which will be the topic of his presentation.
Frank van Harmelen has a PhD from Edinburgh in AI, and has been professor of Knowledge Representation and Reasoning at the Vrije Universiteit Amsterdam since 2001, where he leads a team researching large scale knowledge representation.
Among other things, he was one of the designers of the knowledge representation language OWL, which is now in wordwide use by academia and industry worldwide.
